Hello! He is getting little spots on his leaves, is it from overwatering?

    Paris Lalicata Hi Michelle! The yellow spots look like they could be caused by excessive moisture, or caused by build up of salts in the soil from hard water. The Dracaena will tolerate low light well, but will thrive better in medium-bright indirect light and allowed to dry out completely between waterings. Frequency of waterings can be increased with increased light levels! If you currently use tap water then leaving it out over night to 24 hours before watering the plants should help those excess salts evaporate. Otherwise bottled spring, distilled, or rain water should suffice!
